Abstract

The publication is devoted to the problem of developing the digital competence of researchers and pedagogical staff using the Open Ukrainian Citation Index (OUCI) scientometric database. Mastering the OUCI contributes to the development of digital competence in working with national information resources and citation analysis. This database is designed to simplify the search for scientific publications and cited authors and to draw the attention of editors to the quality of metadata in Ukrainian journals. Thus, OUCI contributes to the development of competence in the field of open science - the ability to work with open resources, supporting the Open Citation Initiative, which is part of the global trend of open scientific information. In the future, the OUCI can become the basis for creating a full-fledged national scientometric system that is not worse than foreign analogues, but open and accessible. This will strategically strengthen the sovereignty of Ukrainian science - our metrics and data will be stored at the national level, but at the same time integrated into the global context.
