Abstract

The article justifies the need to assess outstanding research in Ukraine in the context of the global spread of research excellence (RE) initiatives over the past decades. RE is interpreted as the highest quality of research output of an innovative nature of international scale, which has a measurable socio-economic effect. The advantages of priority assessment of RE in the higher education (HE) sector are outlined by: the combination of research and experimental development (R&D) with their application in the training of knowledge workers with postgraduate qualifications; the social mission of flagship universities in the regional community; the impact of university business partnerships. The analysis of best world practices allows us to propose indicators for the development of a draft Ukrainian RE framework, where the share of research output is 60%, socio-economic impact – 30%, knowledge transfer – 10%.
