Abstract
In this article, the authors investigate the criteria and indicators for the development of digital competence among military officers in the system of qualification enhancement. Conclusions are drawn based on a thorough study of publications on digital competence development, transformation processes in military education, and modern practices of professional development for military management specialists in Ukraine and NATO member countries. During the research, among other methods, the authors used surveys and interviews with military officers to determine their level of digital competence, needs, and expectations regarding professional development, thus more precisely defining the criteria and indicators for the development of their digital competence. Alongside interviews, surveys, and observation, the focus group method were employed with experts in military education, digital technology specialists, and representatives of the defense department to obtain different perspectives on the knowledge, skills, and other competencies needed by military officers in the digital age. Additionally, document analysis was conducted, including curriculum, professional development plans, and other documents related to the training of military management officers. Three criteria were identified and described in the work: cognitive, operational-functional, and value-motivational. The cognitive criterion reveals the officers’ understanding of digital technologies and their application in military management; the operational-functional criterion determines officers’ ability to effectively use digital tools in real situations; the value-motivational criterion sets the task for the target audience to develop digital competencies through internal motivation and a value-based approach to this process. Levels of development are defined as high, sufficient, and basic. Future research prospects include a more in-depth comparative analysis of the system of professional development for military management officers in different countries to identify best practices and promising development directions and to develop well-founded recommendations for improving the qualification enhancement system in Ukraine.
