Abstract
The article considers the peculiarities of the influence of the open access movement to high-quality continuous training of modern specialists in the context of growing changes in the landscape of higher education, which determines the prospects for implementing quality models of their professional and personal development. The expediency of educational and methodical support of digital training with the use of open educational practices on the means of digital cultural heritage, aimed at supporting the recognition of public values, is described. The basic means of implementing open education have been studied, namely: open educational resources, mass open online courses, open digital textbooks, which, on the one hand, allow teachers to develop their own materials for training courses, and on the other get to experiment with flexible models to support the personality of each member of the student community. Prospects and advantages of implementing open education approaches related to the movement for open access to quality assurance of higher education are analyzed, taking into account the features of nonlinear models, careers and employment according to with human life goals, due to regional needs to ensure unremittingly human capital development in conditions of sustainable development. An expanded definition of the "social dimension" due to the need for joint action based on a coherent lifelong learning policy, which involves the processing and storage of certain types of data (digital badges) throughout life, is considered. It is proved that improving the quality of teaching staff stimulates them to the initiative, fruitful cooperation, and continuous improvement based on modern open resources while improving the culture of interaction and the level of social justice. Scientific and methodological support of the professional and personal development of teachers of social sciences and humanities has been tested, which enriches the experience of integration of digital technologies into education. In particular, the educational technology portfolio activates students to critically study the features of an open educational environment.
