Abstract
The article provides a theoretical justification of the organizational and pedagogical conditions of using web-oriented encyclopedias, in particular the "Ukrainian electronic encyclopedia of education", which is being developed at the Institute of Digitalization of Education of the National Academy of Sciences of Ukraine. The concept of "organizational and pedagogical conditions" is proposed to be considered as a set of specially created circumstances of the researched process (researched readiness), which ensure the management of this process (phenomenon), as a certain system that reflects the author's vision of internal orderliness and coordinated interaction between all its constituent parts and subsystems aimed at achieving the desired goal. The psychological theory of social behavior of the American psychologist B. Skinner can serve as a proper theoretical basis for the studied pedagogical construct, which is based on the idea that human behavior can be modified (changed) with the help of a stimulus (a series of stimuli) that follows the desired behavior and increases its probability I will repeat in the future. The authors analyzed the concepts "condition", "pedagogical condition", and "organization" as well as clarified their definitions. To determine the set of organizational and pedagogical conditions in the context of any pedagogical research, a combination of such methods as the analysis of literary sources and expert evaluation by ranking is proposed. It was established that the main properties of this construct are the number, necessity, and sufficiency of conditions, as well as their division into internal and external. The generalization of the domestic experience of designing and using web-oriented encyclopedias made it possible to determine a set of 17 necessary and sufficient organizational and pedagogical conditions for this process. In particular, 13 external ones related to the design of the "Ukrainian Electronic Encyclopedia of Education" and 4 internal ones, contribute to the use of this Internet platform by users in scientific and pedagogical activities.
