Abstract
Cooperation in the field of education and science is one of the most important steps towards Ukraine's associate membership in the EU. The legal acts regulating relations in the field of education and science are: the Constitution of Ukraine, the Law of Ukraine "On Education" in 1991, the Law of Ukraine "On Higher Education" in 2014, the Law of Ukraine "On Scientific and Scientific and Technical Activities "2016 and others. It has been established that scientific and scientific-technical activity in higher educational institutions is an integral part of educational activity and is carried out with the aim of integrating scientific, educational and production activities in the system of higher education. However, in Ukraine there is a separate structure of scientific institutions of state, communal and private property. The normative acts define the forms of cooperation between scientific institutions and higher educational establishments. Although two separate structures - educational and scientific - should interact, according to legal norms, in practice their interaction is not effective. The peculiarities of the structure, management system and activities of the universities of the highly developed countries of the world show that the highest level of implementation of scientific achievements in public life is those who managed to form and integrate in their structure three systems: educational, research and innovation. The latter fulfills the mission of convergence of the university with one or another field of production. Therefore, it is necessary to continue the reform of the educational system of Ukraine in the direction of its interaction with science, improvement of the norms of the national legislation on science and education based on the experience of developed countries of the world.
