Abstract
The theoretical principles of determination of criteria for evaluation of learning information and communication technologies (ICT) were substantiated and analyzed. In particular, the research conceptual basis, structure and components of electronic educational resources (EER), their classification were defined; the current state of the legal provision of psychological and pedagogical requirements for ICT learning tools were explored. The classification and parameterization of the indicators of quality of electronic learning tools were conducted, the system of psychological and pedagogical requirements was projected (scientific, availability, problematic, visibility, consistency and systematic of learning, implementation of competence approach, unity of educational and developmental functions, adaptability, interactivity, etc.), and a scientific-methodical examination of their use was held. It was proved that the projected system of requirements is advisable to be taken as a basis for process of psycho-pedagogical examination of quality and certification of EER. The pedagogical requirements for hardware and software tools of learning computer complex were defined. The projects of regulatory documents for the certification process and quality evaluation of electronic learning tools were grounded, e.g. project of Provision on electronic educational resources, project of Provisions on psychological and pedagogical requirements to quality of electronic learning tools, Instructions and guidelines for the comprehensive quality evaluation of electronic learning tools, Guidelines on information security of computer complex, and others. The results of theoretical and experimental studies were generalized.
