Abstract

The article deals with revealed central role of higher education in the context of the priorities of the European Higher Education and features of the development of science and education in Ukraine at the end of the XX - XXI century based on the formation of competence learning paradigms. The article highlights the state personnel policy problem of Ukraine in the conditions of implementation of the National Strategy for the Development of Education over 2012 - 2021 years and the experience of University of Education Management of NAPS of Ukraine as a higher education institution of innovation and research type, which is based on target management training education of a new generation - Master in Management and Organization and continuously improves their professional skills.
