Abstract

Assessment of research activities of higher education institutions based on the principles of open science contributes to improving the quality of scientific research, strengthening the research potential of institutions, as well as deepening the integration of the Ukrainian system of higher education and science into the European Research Area and the European Higher Education Area. The article is devoted to the problem of improving the updated methodology for assessing the effectiveness of scientific activities, proposed by the Ministry of Education and Science of Ukraine in 2024. The results of an expert survey of representatives of the academic community of higher education institutions, conducted by scientists of the Department of Research Activities of the Institute of Higher Education of the National Academy of Pedagogical Sciences of Ukraine in April-May 2025, using the questionnaire “Improvement of the Methodology for Assessing the Effectiveness of Scientific (Scientific and Technical) Activities of Scientific Institutions and Higher Education Institutions in the Part of Conducting Scientific (Scientific and Technical) Activities by Such Institutions” (hereinafter referred to as the Methodology) are analyzed. The generalization of the received responses allowed us to state that the Methodology is generally positively perceived by the expert community, but its implementation caused a number of comments. The structured analysis of the respondents' comments made it possible to identify four key groups of problems of the proposed Methodology: procedural-bureaucratic, methodological, systemic-organizational, content-indicator. The respondents' answers to closed questions showed that most of the shortcomings (over 70% of all comments) concern not the concept of the Methodology, but the mechanisms of its practical application, transparency of procedures and consistency of criteria. The low level of polarization and high concentration of responses allowed us to confirm the presence of a common vision of respondents, who occupy different positions in higher education institutions, regarding the mechanisms for improving technical and methodological support, standardization of the Methodology assessment procedures. The article classifies and presents the respondents' suggestions for improving the assessment procedure in four dimensions: the dimension of process operationalization, the dimension of assessment criteria and indicators, the dimension of technical improvement of the process, and the dimension of human potential development. Recommendations are proposed at the national and institutional levels to improve the effectiveness of the Methodology.
