Abstract
The article presents an analytical review of key discussions and conclusions of the round table discussion held by Institute of Higher Education of the NAES of Ukraine together with the Research Institute for Legal Support of Innovative Development of the NALS of Ukraine on November 10, 2025. The vision of a contemporary HEI is highlighted through the prism of the features of the Fourth Industrial Revolution, the prospects of education in the era of the formation of “Society 5.0” are considered, and possible features of the infrastructure of an “ecological” university, which emerges as a new model of a higher education institution, are identified. Trends in the development of the Industry 4.0 ecosystem are considered, as well as the role of “University 4.0” in its formation, the level of interest in relevant trends is determined using the material of Canada and the USA. The process of evolution of university infrastructure in the context of the transformation of education in society under the influence of technological revolutions is investigated. The constituent elements of the research infrastructure, the regulatory and legal regulation of its activities and the ways to ensure its development are determined, the issues of the importance of directing state policy towards the development of a new legal research infrastructure in Ukraine in the war and post-war period to support scientific research in the field of law are revealed. The task of revising and updating the requirements for higher education qualifications as a key sector of investment in human capital is outlined. An analysis of certain aspects of the legal status of the State Office for Inventions and Trademarks in Romania and the Patent Office in the Republic of Latvia is carried out.
