Abstract
The development of distance learning systems, which use learning tools based on modern technological achievements, with a high level of coverage, should contribute to the strengthening of the country's international positions, since under the influence of scientific and technological progress, education becomes a tool for the interpenetration of not only knowledge and technology, but also capital, a tool for the struggle for the market, solving geopolitical problems, etc. Nowadays, their creation is becoming especially relevant, because it is this system that can most adequately and flexibly respond to the needs of society and ensure the implementation of the constitutional right to education of every citizen of the country. It corresponds to the logic of the development of the education system and society as a whole, since it provides for a personality-oriented approach to learning.
