Abstract

The article examines Ukraine’s integration into the European Research Area (ERA), focusing on the current challenges and opportunities shaping the national research system. The authors analyze the policy, legislative, and institutional foundations of this integration process, beginning with the EU–Ukraine Association Agreement and continuing through the development of strategic roadmaps following Ukraine’s acquisition of EU candidate status. Particular attention is paid to the consequences of the full-scale war, including damage to research infrastructure, declining funding, aging scientific staff, and the loss of human capital. A key component of the study is the survey conducted among 821 Ukrainian educators-researchers in 2023. The results reveal an ambivalent situation: although the majority acknowledge the importance of ERA for the modernization and competitiveness of Ukrainian science, their actual awareness of ERA principles and EU research programs such as Horizon 2020 and Horizon Europe remains insufficient. Respondents identified open science, strengthening national research systems, researcher mobility, and support for green and digital transformations as the most relevant ERA priorities. The most pressing challenges include the impact of the russian-Ukrainian war, chronic underfunding, limited innovation capacity, and outdated research infrastructure. The authors conclude that Ukraine’s effective integration into the ERA requires comprehensive reforms aimed at enhancing institutional capacity, improving research infrastructure, promoting open science, and increasing participation in European research and innovation initiatives.
