Abstract
The article explores the essence of a teacher’s digital competence as a complex and integrated phenomenon comprising digital awareness, literacy, and culture. Five functional levels of digital competence and three core components relevant to pedagogical practice are identified. The author substantiates digital skills as a key indicator of teachers' professional qualifications in the context of educational digital transformation. Both national and international digital competence frameworks are reviewed. The study emphasizes ethical and safe use of digital technologies. Guidelines for assessing teachers' digital competence are also proposed.
