Abstract

The article analyzes the key aspects of the activities of Inclusive Resource Centers (IRCs) in wartime conditions in Ukraine. The aim of the study is to identify the main challenges faced by IRCs during the war, assess the effectiveness of implemented adaptation strategies, and review updated regulatory and legal frameworks. The article uses a comprehensive approach to analyzing the activities of inclusive resource centers (IRCs) in wartime: analysis of regulatory documents, content analysis of official reports and publications, comparative analysis, generalization method. The research focuses on presenting the current state of IRCs’ operations, examining the impact of military actions on the provision of psychological and pedagogical support to children with special educational needs (SEN), and debunking common myths about their work. The transformation of IRCs' activities is explored in relation to the mass displacement of children, the destruction of educational infrastructure, psychological trauma among students, and restricted access to essential resources. The study identifies key problems faced by IRC specialists, including staff shortages, the need to adapt working methods to remote and hybrid consultation formats, and the necessity for enhanced interagency cooperation. Special attention is given to the analysis of new approaches in providing psychological and pedagogical support to children with SEN in times of crisis. Specifically, the study examines the implementation of remote technologies, the deployment of mobile IRC teams, the expansion of psychological rehabilitation services, and the organization of parental consultations. The role of international and civil society organizations in providing IRCs with necessary resources, as well as state support, is also discussed. Additionally, the article analyzes widespread myths about IRC activities during wartime, such as the perceived ineffectiveness of remote work, the impossibility of conducting comprehensive child assessments online, and the decline in the quality of corrective and developmental support due to a lack of specialists and educational resources. The authors argue that despite difficult conditions, IRCs continue to fulfill their mission, adapting to new realities and expanding opportunities for supporting children with SEN.
