Abstract
The "Methodological Recommendations for Higher Education Institutions on the Implementation of Open Science Guidelines" reveals the main problems and substantiates the key guidelines for implementing open science principles in higher education institutions' activities. The theoretical justification and development of methodological recommendations were carried out using the best practices of Ukrainian and foreign higher education institutions, taking into account the peculiarities of the functioning of Ukrainian higher education institutions in the context of war and the post-war reconstruction of the country. The conceptual basis of the methodological recommendations is the model of open science implementation in higher education institutions proposed by the authors. The content of the methodological recommendations consists of the following main sections: general provisions; goals and objectives of open science implementation; values and principles of open science; implementation of open science in higher education institutions; expected results of the implementation of open science guidelines in higher education institutions. The methodological recommendations will contribute to the implementation of the Order of the Cabinet of Ministers of Ukraine "On Approval of the National Plan for Open Science in Ukraine for the Period up to 2030" by implementing its main tasks, such as: ensuring open access to scientific results and scientific and technical information; ensuring open access to research infrastructure; creating conditions for effective work with scientific and technical information and research infrastructure objects available in open access; popularization of science, dissemination of scientific knowledge and involvement of citizens in scientific and scientific and technical activities; improving the system of evaluating the quality of scientific and scientific and technical activities; raising awareness and building competence on open science issues. Addressed to representatives of the university community, the entire cohort of scientific and pedagogical and scientific workers of higher education institutions, as well as academic, scientific organizations and institutions, specialists from funding structures, the public, and public servants from various branches and levels of government responsible for scientific and technical activities and higher education in Ukraine.
