Abstract
The modern educational paradigm requires vocational-theoretical training instructors to possess a high level of digital competence due to the rapid pace of digitalization in education, the integration of information and communication technologies into the learning process, and the necessity of preparing learners for work in a digital environment. This article explores the concept of developing digital competence among vocational-theoretical training instructors within the Smart Park system as a comprehensive educational platform that ensures adaptive, interactive, and personalized learning. It has been determined that Smart Park is an innovative system that integrates digital resources, distance learning tools, adaptive learning algorithms, and interactive engagement methodologies between participants in the educational process. An essential aspect of digital competence development is the combination of independent and guided learning, the use of open educational resources, cloud services, and intelligent systems for analyzing educational activities. The study substantiates that digital competence in the Smart Park system develops based on an adaptive approach that includes automated progress monitoring, flexible learning trajectories, and the use of feedback tools. The application of the flipped learning concept and the structured presentation of educational content through a graph-based model facilitate the systematic organization of materials, deeper knowledge acquisition, and enhanced cognitive engagement of instructors. The research identifies key elements of digital competence development, including the implementation of digital simulations, the integration of multimedia content, automated assessment systems, and artificial intelligence technologies. The prospects for improving digital competence during the inter-course period are outlined through the application of adaptive digital platforms that provide personalized learning, professional community support, and integration with European educational standards. The proposed approaches can be utilized to create effective systems for continuous professional development of instructors, as well as for the development of digital learning platforms aimed at improving the quality of vocational education in the context of digital transformation.
