Abstract

The following monograph provides the results of the socio-psychological research on the issues of foster families institute development in Ukraine as one of the forms of the state childcare system. An attempt has been made to describe and explain the phenomenon of substitutional parenthood on the basis of objectification of the the process es of societal experience with the following determination of its competence s based on the legal governance. It is confirmed that of the social policy development in the area of childhood and child protection should be based on the reliable legitimate foundation of the own society. Psychological mechanisms that ensure inclusion of different levels of social systems into the general context of foster family institute functioning is analyzed. On the basis of the developed models the spares of competence of social institutions in the process of child protection providence is merged; and the importance of the conceptual approaches of the state policy regarding children and families is emphasized. The monograph may be interesting for the scientists, teachers, social work professionals , state servicemen and politicians who deal with development and implement ation of the state social policy in the area of child hood protection in general and child protection in particular. It can also be useful for the different NGOs’ activists who work on development of international standards of child protection and welfare provision.
