Abstract

The purpose of the article is to analyze the peculiarities of public management of the protection of national values in the conditions of globalization challenges and transformational changes, which are considered through a theoretical analysis of subjects, trends and innovative approaches to effective public governance. Subjects of public administration are able to demonstrate effective public administration based on the union of three components - man, society, state - taking into account the interests of each at a synergistic level. The author carried out an analysis of the current legislation of Ukraine, which allows us to come to a conclusion about the direction of the managerial influence of the subjects of public administration on the protection of national values on the constitutional rights and freedoms of man and citizen; spiritual, moral and ethical, cultural, historical, intellectual and material values of society; constitutional system, sovereignty, territorial integrity and inviolability; informational and environmental environment; natural resources. Institutions of civil society, state self-governing subjects performing public management functions for the protection of national values in the conditions of globalization challenges and transformational changes are identified. Thus, the work proves that the main subject of public management of the protection of national values is a person. It was revealed that the features of public management of the protection of national values in the conditions of globalization challenges and transformational changes are expressed through a change in the structure, functions of expanding the subjects of public management activity, which are combined at a synergistic level into a three-component model based on people-centeredness, social-centeredness and state-centeredness. The conducted empirical study of threats to the affirmation of national values in Ukraine contributed to proving that civil society institutions, together with state self-governing subjects, are capable of performing the functions of public management of the protection of national values in the face of globalization challenges and transformational changes. This is confirmed by the practice of public-management activities during military operations in Ukraine: the Armed Forces of Ukraine, state-military administrations and the volunteer movement at a synergistic level are bringing Ukraine's victory over the enemy closer.
