Abstract
The article highlights the formation in independent Ukraine of a new state policy on vocational education, aimed at the needs of the digital market economy. It also shows the influence of the Institute of Vocational Education of the National Academy of Educational Sciences of Ukraine on forming and implementing the policy in the field of working personnel training. The author analyses the educational documents that reflected the ideology and policies of Ukraine, causing certain changes in the development of vocational and professional higher education (determining the strategy for the development of vocational education, forming a new network of its institutions, developing a system of content updating and quality assurance, improving the training and professional development of teaching staff, organising scientific and methodological support). The activities of the Institute are presented in several important hypostases (as an agent of influence on the formation of the content of the state policy in the field of vocational and professional pre-higher education of Ukraine and as a subject of training new ‘agents of change’ to ensure systemic modernisation of vocational education and further sustainable development of Ukrainian society). The activities of the Institute are also presented in the areas of influencing the content of the state educational policy (studying the context of vocational education development; monitoring the current state of vocational education; ensuring a balance between the components of the state educational policy in the field of workforce training; promoting the improvement of the legal framework for the development of education; participation in educational forecasting). The article shows the importance of the implementation of the principles of humanization and humanitarianization in the vocational training of future specialists during wartime in order to accelerate the post-war recovery of the national economy and further sustainable development of Ukrainian society.
