Abstract
Nowadays our state and the Armed Forces of Ukraine are at a critical stage in responding to contemporary external challenges and threats. The Armed Forces of Ukraine must attain operational combat capabilities that align with NATO standards, which is crucial for ensuring the interoperability of the defense sector with NATO member states. To strengthen Ukraine’s sovereignty and territorial integrity, it is imperative that the leadership of the country, relevant ministries, and military education institutions focus on the harmonization of standards regarding digital transformation and the modernization of the military education system. This system should provide a high level of professional training for military specialists. The author of the dissertation investigates and proposes solutions to an educational problem topical to both pedagogical theory and contemporary practice, concerning the development of digital competence (DC) among military management officers (MMO) within the professional development system. With the help an analytical-bibliographic method, current scientific sources were studied and analyzed to assess the state of research on the formation and development of DC among professionals, particularly in the context of obtaining higher military education (HME) degree. The study substantiates the role and significance of DC for the professional growth of MMO of the Armed Forces of Ukraine. It identifies the pedagogical conditions necessary for the administration of the studying process for MMO, the most suitable forms and methods of training for developing DC among military personnel, and reveals certain practical aspects of STEM education for military personnel. It also examines micro learning technologies, the application of immersive technologies and artificial intelligence, and technological solutions related to cybersecurity and information protection. The theoretical analysis was conducted on the problem of forming and developing DC among MMOs within the professional development system, analyzing both foreign and domestic experiences in a comparative and integrative manner. The concept of “digital competence of military management officers” was defined and improved as the confirmed, conscious ability of individuals to confidently, critically, and responsibly use digital technologies to solve tasks related to planning and resource management in the defense sector, organizing intelligence and information activities, strategic communications, and conducting military informational and psychological operations. This also includes meeting their individual needs for professional development in the field of professional development concerning military management. The components of digital competence for military management officers are identified as cognitive, operational, and value and motivational components. The characteristics and criteria for diagnosing DC of military management officers are highlighted and substantiated as follows: cognitive component reveals the level of understanding of digital technologies and their application in military management by the officers; operational component defines the officers’ ability to effectively use digital tools in real-life situations; value and motivational component sets the task for the target audience to develop DС through internal motivation and a value-based attitude towards this process. The levels of development of DC in military management officers are classified as basic, sufficient, and high. The structural-functional model of the computer-oriented methodological system (COMS) for developing the digital competence of military management officers of the Armed Forces of Ukraine has been theoretically substantiated and developed within the professional development system. Its main components include six blocks: Conceptual, Purpose-Oriented, Content-Methodical, Procedural, Technological, and Outcomes. Based on the author’s model, the main components of the COMS for the professional development system of officers in the Armed Forces of Ukraine have been developed, experimentally tested, and implemented within the framework of qualification enhancement: Conceptual Block (international and national standards regarding citizens’ digital competence; approaches to military training/preparation/retraining; standardized approaches to ensuring the quality of education; design and use of ICT tools for educational purposes; concepts of E-learning and interdisciplinarity; didactic principles and principles of designing a methodical system; Purpose-Oriented Block (encompasses tasks aimed at achieving the goal of developing the digital competence of officers within the qualification enhancement system of the Armed Forces of Ukraine); Content-Methodical Block (cloud services for flexible access to educational resources; informational-didactic and educational-methodical tools for structured learning; multimedia objects to enhance engagement and comprehension; VR/AR tools for immersive learning experiences; AI elements for personalized learning and content recommendation; author’s educational course and program tailored to the needs of officers; diagnostic tools to assess the current level of digital competence and identify areas for improvement; Procedural Block (decomposition of the digital educational environment into manageable components; selection and creation of E-learning materials tailored to the needs of officers; training of the target audience through interactive and engaging methods; evaluation of the level of digital competence and the effectiveness of the methodical system through continuous assessment and feedback mechanisms); Technological Block (carefully selected software to support various aspects of digital competence development; specialized computer programs designed for military training purposes; simulators and multimedia guides to simulate real-life scenarios and enhance learning outcomes; digital tools for formative assessment to monitor progress and provide timely feedback); Outcomes Block (defined criteria and indicators to measure the achieved level of development of digital competence of officers in the Armed Forces of Ukraine; evaluation of the effectiveness of the methodical system in achieving its goals based on predefined benchmarks and metrics set by the author). The main component of the COMS, and simultaneously the primary means of developing digital competence (DC), is the online course “Digital Technologies in the Professional Activities of Military Management Officers of the Armed Forces of Ukraine”, developed on the LMS Moodle platform of the National Defense University of Ukraine. Mastering this course enhances knowledge of the potential uses of digital technologies and develops the skills and competencies of military management officers (MMOs) for effective planning, interaction, task execution, and the simplification of organizational processes and the distribution of official duties. These activities require knowledge of digital communication tools, web applications, and digital instruments. Methodological recommendations have been developed for instructors in military-oriented higher education institutions, highlighting the main practical aspects of using digital tools: visualization (graphic design platforms); data collection, processing, and summarization (spreadsheet software); data analytics; digital planning tools; project management; and recommendations for information security in information and telecommunication networks. It has been determined that the most critical competence areas for the training of officers are: creation/development of digital content, dissemination and exchange of information/data using digital technologies, communication and collaboration, and digital environment security. These areas were identified based on the results of a critical analysis and comparison of the content and semantic aspects of competence areas and digital competence development directions in domestic and international documents: DigComp 2.1, DigComp 2.2, DigCompUA for Citizens 2.1, DigCompUA for Citizens 2.2 (project), Careers in the Military, and the Strategic Defense Bulletin, focusing on the requirements for specialists in specific training directions for the MMOs of the Armed Forces of Ukraine and NATO. These directions include officers in the organization and conduct of intelligence activities (information operations, strategic intelligence); defense management and military operations analysis; managers of strategic communications; and specialists in military information psychological operations. During the research, it became necessary to identify the pedagogical conditions for using the COMS for developing the digital competence of military management officers in the Armed Forces of Ukraine. These conditions focus on the application of the recommended digital resources and tools, the continuous professional development of instructors, and the interactivity and individualization of learning. The scientific novelty of the research results lies in the fact that: for the first time: a structural-functional computer-oriented model of a methodological system for the development of digital competence in military management officers during qualification enhancement has been theoretically substantiated and developed. This model encompasses interrelated, interdependent, and sequential blocks: Conceptual, Purpose-Oriented, Content-Methodical, Procedural, Technological, and Outcomes. The main components of the methodological system for developing digital competence in military management officers of the Armed Forces of Ukraine have been developed, and the pedagogical conditions for its use during qualification enhancement have been determined; the concept of “digital competence of military management officers” has been defined and introduced into scientific circulation. This concept refers to the confirmed, conscious ability of individuals to confidently, critically, and responsibly use digital technologies to solve tasks related to planning and resource management in the defense sector, organizing intelligence and information activities, strategic communications, and conducting military information psychological operations, as well as to meet their individual professional development needs in the field of military management; clarified: the criteria and indicators for the level of development of digital competence in military management officers of the Armed Forces of Ukraine; further developed: the content and development of methodological systems for digital competence development related to the field of military education, and the methodology for distance learning of military management officers of the Armed Forces of Ukraine in the process of qualification enhancement. The practical significance of the research results lies in the implementation of the following: implementation into practice of educational institutions the educational program and distance learning course “Digital Technologies in the Professional Activities of Military Management Officers of the Armed Forces of Ukraine” (on the Moodle platform); methodological recommendations for teachers on organizing the educational process and applying distance learning technologies in military educational institutions and military educational units of higher education institutions, including the design of a distance learning course, content enrichment with informational materials, organization of control, organization and conduct of webinars on BigBlueButton, utilization of gamification tools, and data visualization instruments in the interactive content constructor H5P (Drag the Words, Find the Words, Find Multiple Hotspots, Find the Hotspot, Fill in the Blanks, Essay). The results have been implemented in the educational process of the National Defense University of Ukraine, Yevhen Berezniak Military Academy, the Interregional Academy of Personnel Management, as well as in the activities of the Center for Military-Patriotic Education and Pre-Conscription Training of the Education and Science Department of the Bila Tserkva City Council. The results of the dissertation research can be used in the educational process of military-oriented educational institutions.
