Abstract
It is noted that the massive introduction of ICTs into various spheres of human life has led to a qualitative leap in the processes of their integration into educational practices and has led to the digitalisation of education, which is a complex set of measures that affects the entire educational process and provides a solution to the multidimensional task of improving the quality of the educational process. Organizationally and pedagogically, digitalization is a leading condition across all parts of the education system, as it is an integral part of digital transformation. The article presents the interpretation of the concepts of ‘information educational environment’ and ‘open information educational environment’. The focus is on educational resources in two areas: the types of resources and the carriers of resources. Software, articles, and monographs, courses, contacts, and mentoring, animations, demonstrations, simulations, and games are some of the resources that can be analyzed. The envisaged resource media may include resources incorporated into information and communication technologies, such as web pages and internet services; the Internet; videoconferencing; CD-ROM; paper-based materials; radio; television; satellite; and many more. The set of resources used in a particular educational institution is considered in the form of a certain ontology. O = <X, R, F>, where X is a finite set of concepts (in the case of higher education - resources, both internal and external) of a given subject area - the educational process of the institution; R is a finite set of relations between these concepts, F is a finite set of interpretation functions defined on concepts and relations.
