Abstract
Davydova N. Management of development of media culture of general education institutions’ heads in the system of methodical work. – Qualification scientific work on the rights of the manuscript. Dissertation for the degree of Doctor of Philosophy in specialty 011 – «Educational, pedagogical sciences». State Institution of Higher Education Management «University of Education Management» of the National Academy of Pedagogical Sciences of Ukraine, Kyiv, 2023. Annotation content The dissertation is devoted to the problem of managing the development of media culture of general education institutions’ heads in the methodical work system. The integration of Ukraine into the European Community which is taking place in all spheres of life is leading to radical changes in education oriented towards new values and results. As noted in the New Ukrainian School Concept the state should ensure personal development of the person according to his individual abilities, needs based on life-long learning. In accordance with the above the strategic goals in education are changed. They are defined by the Law of Ukraine «On Education», «On General Education», the Concept of Development of Education of Ukraine for the period 2015–2025, the New Ukrainian School Concept. The priority of social policy is development of social activity of the person namely implementation of professional activity taking into account integration of media into education process. The significant potential of the education process of improving its quality is in the management capabilities. It is the management of the development of media culture of managers of a general education institution in the system of methodical work occupies one of the key positions. As part of this approach the issue of managing the development of media culture of general education institutions’ heads requires in-depth study and theoretical justification and development of mechanisms for implementation in practice. The relevance of this problem and the insufficiency of its development in theory and practice determined the choice of the research topic: «Management of development of media culture of general education institutions’ heads in the system of methodical work». It has been found that media culture is the ability of a person to interact effectively with mass media, to behave adequately in the information medium and to form images and signs through which an ideological, political, cultural influence is exercised on the audience. It was determined that the media culture of the head of the general education institution is the ability of the manager to interact effectively with the media, adequately behave in the information center (the ability to express themselves and communicate with the help of media), to comprehend reality, created by media experts and ability to assimilate media. During the analysis of scientific works it was clarified that management is a purposeful operation of the management system for the purpose of ensuring its development and «management of the development of media culture of the general education institution’s head» – it is the purposeful action of the control system on the managed, as a result of which there are changes from the lowest level to the highest, namely forming the ability of the manager to effectively interact with the media, adequately behave in the information medium (ability to express and communicate through media), meaningful understanding of the reality created by media people and the ability to absorb and communicate new media knowledge, management of the development of media culture of heads in the general education institution in the system of methodical work – a purposeful action of the management system on a manageable, as a result of which there are changes of objects from the lower level to the higher. It is the ability of the manager to interact effectively with the media, adequately behave in the information environment (the ability to express themselves and communicate with the help of media), meaningful understanding of reality, created by media experts and ability to assimilate and transfer new knowledge through media through a system of methodical work. Structural components of media culture of general education institutions’ heads have been identified: ability to critical thinking; understanding the influence of media on individuals and society; development of skills to analyze and discuss media; ability to distinguish between information support of modern society; ability to communicate. The reaesrch created, scientifically substantiated and experimentally tested a model for managing the development of media culture of general education institutions’ heads in the conditions of methodical work on the basis of systemic, andragogical, acmeological, competence, qualimetric approaches. The technology of its implementation is described. The model is based on the following blocks: conceptual and target; informative, organizational and structural; process and technological; effective and corrective blocks having bilateral links among themselves. The conceptual and target block of the developed model includes Laws, concepts, regularities, scientific approaches: competence, andragogical, acme-synergistic, personalized, principles of management of development of media culture of GEI heads in the system of methodical work. The informative block of our model clarifies the components of the media culture of the GEI head. It contains a factor-criterion (qualimetric) sub-model of the development of media culture of GEI heads and presents directions for the development of media culture of the GEI head. The organizational and structural block of the model assumes the influence of subjects on the object of management: the development of media culture of the GEI heads as well as conditions for the development of media culture: creating a positive motivation among the GEI heads to the development of media culture; organization of competently directed training at the centre of professional development of pedagogical staff; integration of online/offline training in the methodical work on the development of media culture of the GEI head. The procedural and technological block of the model contains the appropriate technology for managing the development of media culture of GEI heads (media culture of heads): 1. Definition of criteria and indicators for the development of the media culture of the GEI head. 2. Development of a sub-model for the development of the media culture of the GEI head. 3. Diagnostics and analysis of the development of media culture of the head. 4. Planning and design of the structure and content of the development of the media culture of the GEI head. 5. Organization of the process of development of media culture of the GEI head in the context of methodical service. 6. Evaluation, analysis of the level of development of the media culture of the GEI head in the conext of methodical service. 7. Regulation of the development of media culture of the GEI head in the context of methodical service. The effective and correction block provides analysis of the effectiveness of the methodical service of development of the Ministry of Internal Affairs of the Republic of Kazakhstan and construction of a corrective trajectory of a systemic and individual approach to the development of the Ministry of Internal Affairs in the methodical work system. In order to successfully apply the model, we have developed a scientific and methodical complex on the development of media culture of the head of the general education institution in the system of methodical work, including: - a set of monitoring materials (questionnaire for self-analysis of the level of media culture of the GEI head, diagnostic cards, factor-criterion (qualimetric) sub-model of determination of the level of media culture of the GEI head formation); - development and implementation of the online course «Development of media culture of GEI heads» as well as its scientific and methodological support; - methodology of introduction of the model of management of development of media culture of the GEI heads in the system of methodical work, namely: stages of implementation: - theoretical aspect of the foundations of management; - formation of skills of working with factor-criterial modeling for the creation of a qualimetric submodel for determining the level of the media aculture of GEI heads formation; - measurement of the level of the media culture of the GEI heads formation; analysing, synthesizing the results and creating a database for each GEI head and for the education institution as a whole on the level of development of the media culture of GEI heads; - regulating the development of the media culture of the GEI heads. The content of methodical work on the development of media culture of GEI heads through the introduction of distance and mixed training has been improved. Criteria for the levels of media literacy of general education institutions’ heads have been elaborated: - insufficient (critical) level (knowledge and usage of conceptual laws and regulations on media culture at a low level, knowledge and ownership of innovative technologies as the basis for the development of media culture are almost nonexistent. Ability to create their own media products at a low level); - basic level (general education institutions’ heads possess the basics of media culture: theoretical knowledge of media aculture mediated, poorly defined skills in counteracting media literacy, aggressive advertising, etc.); - sufficient level (knowledge of the use of conceptual legislative and regulatory acts on media culture is widely used. The manager is theoretically aware of media culture issues. The head is sufficiently aware of the topic which is able to withstand fake news, information throwing. The head has knowledge about innovative technologies as a basis for the development of media culture and successfully owns them); - high level (the head independently constructs original pedagogical appropriate methods of interaction. An individual style of professional activity was formed for the media culture usage. Contributes to the development of media culture of pedagogical and students’ groups. Psychology and pedagogy are ready to oppose media amateurization, aggressive advertising, better opportunities. media in their professional activities consciously relates to the perception and dissemination of information. It is able to make a critical choice of the way of transmitting information in a form that will ensure its unconditional perception. On the basis of the principles of pedagogical qualimetry, a factor-criterion (qualimetric) sub-model for the development of media culture of the head of the general education institution was developed, which includes: «significance of factors (m)» and «significance of criteria (v)» the value of which is derived by the Delphi method on the basis of the measured priority of the structural components of the media aculture of the GEI heads. The indicated significances are variables as a consequence of the change of priorities of the participants of monitoring procedures. The Delphi method was used to determine M. In order to speed up and facilitate calculations of the state of development of media culture of GEI hesds on the factor-criterion (qualimetric) sub-model of determination of the level of media aculture of GEI heads, computer support using Excel editor was proposed. It is formalized as a table. The criteria and indicators for the development of media culture of general education institutions’ heads are the basis of the factor-criterion (qualitative) sub-model for determining the level of formation of media culture of general education institutions’ heads. As part of the research a pilot test was carried out, the purpose of the pedagogical experiment was to test the model of management of the development of media culture of general education institutions’ heads in the system of methodical work. To implement the experience a method of introduction of the developed model in the practical activity of the center of professional development of pedagogical workers was proposed. The experimental part of the scientific research was aimed at testing the effectiveness and efficiency of our model which in turn addressed the problem of updating the content of the advisory of methodical work on managing the development of media culture of the head of the general education institution, finding innovative methods, techniques, forms of management of the development of media culture of the GEI head in the system of methodical work. Scientific and methodical recommendations on introduction of the proposed model of management of development of media culture of general education institutions’ heads in the system of methodical work for advisory and methodical work of CPRPP which will manage the development of media culture of general education institutions’ heads. As part of the experimental test of the model a set of research methods – theoretical and empirical were applied. On the basis of the research and selection of the necessary methods, a method of experimental verification was formed which was implemented in three stages, traditionally defined by the majority of scientists: substantiating, forming, controlling or generalizing and completing. During the substantiating stage the scientific-methodical and empirical bases of the experiment were prepared and the state of the existing situation was analyzed and described; as part of the forming part of the experiment a model for managing the development of media aculture of GEI heads in the system of methodical work was introduced; during the controlling stage the effectiveness of the model was experimentally confirmed. The results of the implementation of the media education development management model by general education institutions’ heads in the system of methodological work are as follows: - raising the level of media literacy among general education institutions’ heads in the system of methodical work (sufficient, high level); - positive dynamics in the development of media literacy among heads of general secondary schools (high level); - building an individual trajectory for the development of media culture by general education institutions’ heads; - achieving mutual coordination of actions at the levels: methodical service - school administration - the head of the general education institution to determine the level of formation of the media culture of GEI heads; - developing the initiative and increasing the involvement of GEI heads in the self-assessment; - positive dynamics of satisfaction of participants of education process with results of activity both for students and professional teachers. The results of the implementation of the management model for the development of media culture by general education institutions’ heads in the system of methodical work: - improving the quality of the media education of general education institutions’ heads in the process of upgrading their qualifications in the system of methodical work of the centre for the professional development of teachers (sufficient, high level); - positive development in the level of development of media literacy among GEI heads (high level); - building an individual trajectory for the development of media culture by general education institutions’ heads; - achieving mutual coordination of actions at the levels: the center of professional development of pedagogical staff - the school administration to determine the level of development of the media culture of the leader; - development of initiative and increase of activity of the head of the general education institution on participation in self-evaluation; - positive dynamics of satisfaction of education process participants with results of activity on media culture of GEI head.
