Abstract

The active development of the components of the adult education system contributed to attracting the attention of the international community to the issues of observing the rights of vulnerable categories of persons who need special treatment and protection. One of these categories is people with disabilities. In this context, the system of supporting the professional activity of persons with limited opportunities for work, which is effectively implemented in the EU countries, is of interest. In the process of creating such a system and developing effective ways of its implementation, it is advisable to take into account the experience of foreign countries, where such a system has been operating quite successfully for a long time. World experience in the field of rehabilitation, employment and provision of social services for persons with disabilities will contribute to the practical implementation of state programs and social protection measures for people with disabilities. The social policy, which is carried out to protect the interests of persons with disabilities in the EU countries, in accordance with their legislation and generally accepted acts operating within the framework of the participating countries, is considered. Information on models of employment support for persons with special needs is provided, measures to support employers and certain types of activities of state and non-state employment services in EU countries are analyzed, recommendations are formulated for supporting employers and ways of implementing the constructive experience of individual countries.
