Abstract
The article is devoted to the study of the problem of evaluating the effectiveness of scientific and pedagogical research in the European scientific and educational space. The work examines the results of the World Digital Competitiveness Ranking of countries (World Digital Competitiveness Ranking, 2022) and the annual report of the Global Innovation Index 2022 (Global Innovation Index 2022), the criteria and main indicators that determine the top ten leading countries in the world according to these ratings. The article analyzes the long-term experience of evaluating the effectiveness of scientific and pedagogical research in European countries with a high level of development of national innovation systems. It was found that most of the countries of the European Union use a system of financing scientific research, which is based on the evaluation of the effectiveness of scientific organizations. The analysis of the foreign experience of these European countries showed that the amount of budget funding should be related to the results of the assessment of the productivity of scientific activity. Digital transformation will continue to be a priority area of technological modernization of educational organizations. Information and digital technologies help to bridge gaps and to plan and monitor the development of research organizations. With the help of a comprehensive review of indicators of public opinion regarding scientific activity and higher education, it was found that it is necessary to increase the satisfaction of society with the results of the work of the field of education and science and to bring these systems in line with the demands of digitalization. In the countries of the European Union, the use of various approaches for evaluating the effectiveness of scientific research has been implemented, the experience of which must be taken into account, studied and analyzed and, if necessary, partially introduced into the domestic national system of indicators to solve the specified problem.
