Abstract
The problem is relevant in the context of effective interaction and constructive dialogue between central state authorities, local self-government bodies and subjects of autonomy of each educational institution, but a small amount of research by domestic and foreign scientists and scholars in pedagogy is devoted to its study (Kalinina, 2018; Kremen, 2017; Lisova, 2016; Topuzov, 2021).
