Abstract

The article is devoted to the problem of digital transformation of education. The purpose of this study is to analyze strategic documents and accumulated best practices of the USA and EU countries to determine the key areas of digital transformation of general secondary education in these countries. The research focus is The National Education Technology Plan (NETP) (2017) and the Digital Education Action Plan (2021–2027), which set a strategy for the development of digital transformations of secondary education and meet US and EU priorities in this area. These documents are the flagship political initiatives of the USA and the EU, which support sustainable and effective adaptation of education and training systems to the age of digital technologies. They are also aimed at overcoming a number of problems, such as low level of digital competences of participants in the educational process; insufficient amount of computer equipment and lack of broadband access to the Internet in educational institutions; lack of high-quality digital educational content; the gap between students who have access to affordable, reliable internet service and digital technologies; a growing need for protecting school data, digital information and digital infrastructure; an urgent need for evaluating educational results using digital technologies that provide new opportunities for self-reflection and feedback, as well as evaluation of the teaching staff and the educational institution; expanding learning and teaching mobility, improving the learning experience and environment, and so on. Based on the analysis and summarization of these documents, the main areas of digitization of general secondary education common to the USA and EU countries are identified and characterized, in particular: reliable infrastructure, digital literacy, digital competence and skills for teachers, assessment through digital technologies, artificial intelligence technology in education. The characteristic vectors of the digital transformation of education in the specified countries are also indicated: for the USA – the development of blockchain technologies, for the EU countries – gender equality and ensuring an equal share of the participation of girls and young women in digital researches and careers, the development of advanced digital skills, and the increase of IT specialists. It is concluded that in the conditions of European integration, it is important for Ukraine to coordinate the directions of development of the digital transformation of education with the requirements of the world and European educational spaces.
