Abstract
This work was prepared as part of the implementation of the scientific research topic "Transformation of the professional development of pedagogical and research-pedagogical workers in the conditions of an open university of postgraduate education." In the search for different models of professional development of pedagogical and research-pedagogical workers, it was found that domestic and foreign scientists are increasingly focusing their attention on the feasibility of using electronic educational resources in postgraduate education. At the same time, attention was drawn to the number of terms used by researchers in publications to describe the features of open education: "open university", "open educational resources", "open science", "open teacher", "open initiative", "open educational policy". In essence, each of these definitions is the concept of open education, which the author considers as a multi-vector process of promoting open educational resources, which combines the established tradition of exchanging ideas between educators and the interactive culture of cooperation on the Internet, which is based on free use, customization, improvement and redistribution of educational resources without restrictions, which will make it possible to make education more accessible and effective. Since the beginning of the 21st century, Ukrainian scientists have completed 56 scientific research works on topics related to the development of open education, which are presented in the appendix to this publication. For each topic, links are provided in the electronic library of the National Academy of Sciences of Ukraine, which can be used to find more than 4,500 publications with highlighted research results. An analysis of documents adopted at the international level was carried out, in which the powerful potential of open education was revealed, the concepts and strategies of its development were highlighted. Their implementation will contribute to the development of formal, informal and informal education, individualized and flexible learning; will provide free access to materials to a wide range of people using the Internet, will expand the possibilities of reaching and serving hundreds of thousands of education seekers, which increases its significance and organizational value in crisis conditions - pandemics, martial law, emergency situations.
