Abstract
The article deals with the problem of development of public administration based on partnership interaction in modern conditions of democratization of society, reform of education, development of the information society in Ukraine and proves that the mechanisms of social partnership require study, analysis and concretization as socio-pedagogical phenomena. Attention is focused on the strengthening of contradictions between the current principles of «partnership pedagogy» of management implementation and existing models of ineffective cooperation between educational institutions, families and communities; the growth of activity of citizens, communities, families of students and the preservation of the authoritarian position of educational institutions in their interaction and cooperation; the need to rethink traditional forms and methods of cooperation with all interested parties — students, parents, society, educational institution — in ensuring equal access to quality education and finding new effective forms, methods, technologies and mechanisms for effective partnership interaction. It is proved that partnership, as a social phenomenon of a democratic society, determines socio-labor, economic, educational relations, subject-subject constructive interaction and non-confrontational way of their settlement on the basis of a balance of interests of interested parties, negotiations, conclusion of relevant agreements and collective agreements, programs and projects for making consolidated mutually acceptable decisions both among themselves and with the state, to achieve personal and public goals, and serves as a substrate for public-private and public-public partnership in the field of education. The essence of state-public management of the development of general secondary education on the basis of partnership is revealed. The types of partnership in the field of education on the subject basis of division are given; classification of socio-pedagogical partnership; principles of state and public management of educational institutions based on partnership interaction; conditions for effective implementation and formation of partnership interaction in general secondary education, the region and at the level of educational institutions are determined.
