Abstract

Modern information and digital learning environment must be flexible and personalized, meet the needs, requirements and wishes of pupils and students, teachers, as well as the institution itself. Training with the use of information and communication technologies has become relevant in the conditions of quarantine caused by COVID-19. Today, the learning process takes place regardless of time and place, which requires quick and easy access to information and educational resources. The information-digital learning environment is a tool that expands the ways and opportunities of providing and receiving educational services, provides the implementation of educational activities in a mixed and online format, provides equal access to quality education. The article examines documents of international organizations that define the guidelines of educational policy in the field of ICT, namely the EU, Council of Europe, UNESCO, UNICEF, UNDP, OECD, the results of surveys on the attitude of participants to the use of ICT and their awareness. A comparative and pedagogical analysis of foreign and domestic experience in the development and development of learning environments using ICT, in particular, the experience of the Netherlands, a country that is one of the world leaders in the field of information and communication technologies. The theoretical approaches of Ukrainian and Dutch scientists to the development and implementation of information and digital learning environment in educational practice, the modular approach of Dutch researchers to build such an environment on the so-called LEGO blocks, which are components of information and digital learning environment and detail their main characteristics. The author's vision of the procedure of creation and development of information and digital learning environment that can be used by domestic educators is presented.
