Abstract
The article considers the theoretical background and views of modern scientists on the essential characteristics of strategic management and planning, organization development strategy as a component of strategic management. The relevance of strategic planning of general secondary education is justified in the context of strategic management as an open socio-pedagogical system. It emphasized the preventive nature of strategic management as strategies aimed at the future development of the educational institution. The technological aspect of developing general secondary education strategy described considering the regulatory requirements of current legislation to ensure radical and systematic reform of general secondary education, quality of education and educational activities, implementation of the Concept «New Ukrainian School». The content of strategic school management, the essence of the concepts "technology", "pedagogical technology", the list of technologies, and methods of developing a strategy for the development of educational institutions are revealed. The structure, algorithm of development, stages of development and implementation, conditions of the viability of strategy of development of the institution of general secondary education are described. It is emphasized the relevance of the application of the cluster approach technologies described earlier by the author; foresight; benchmarking; project cycle management and methods of SWOT-analysis, Delphi, positive assessment of the situation, etc. The author outlines the experience of practical implementation of research results on this issue at events at the national level and in the Ukrainian- Austrian project «Leadership and management competencies for effective quality development in support schools».
