Abstract
Evaluation of scientific activity of both individual scientists and scientific institutions is one of the most pressing problems, the solution of which has been engaged almost since the beginning of science. Despite significant progress in the development of scientific activity, scientists have not been able to find the best way to measure the significance and quality of their own results. Today there are two different approaches to evaluating the effectiveness of scientific activity - expert and statistical. The expert approach relies on the subjective perception of the quality of work and has two significant disadvantages - the influence of the human factor and high cost. The statistical approach is based on numerical estimates of indicators inherent in the author or organization, which are based on information from published scientific papers and represent various aspects of scientific activity in quantitative embodiment. Such assessments are not subject to human influence, but they cannot be used without expert analysis because they represent an analysis of only some aspects of the work of the researcher or institution. Nowadays, qualitative numerical indicators are in demand, because subjective expert assessment is sometimes not enough to decide on the contribution of a scientist to science and the prospects of his scientific activity.
