Abstract
The whole set of political, legal, scientific, educational and economic relations in society and the state is absorbed by its information and communication space. Today there is an interpretation of all the concepts of different sciences that study the material and virtual world. In this process, political science as a social science cannot stand aside. It simultaneously differentiates and integrates the problems that form its structural content. At the moment, political science is interested in how the conceptualization of ideas of the global information and communication space - the areas of generation, interpretation and consumption of information, the interaction of information figures who use science in science, education, economic or political activities The world of digital technologies, which includes humanity, is not only a new logical stage in the development of the technological sphere of humanity, but the transition of the existing political, legal and socio-political systems to a new dimension of reality. There are no generally accepted and harmonized definitions and legal definitions, however, the implementation of digital technologies is designed to carry out systematic and targeted actions in the implementation of state policy in the field of information and communication technologies (ICT), increase the quantity and quality of services, and intensify Ukraine's accession. in the European space. Digital technologies are rapidly gaining ground in all spheres of society, and digitalization is becoming a trend of modern development, however, it will require more in-depth work to develop new effective ways to legally regulate various information and communication relations, as well as effective organizational and legal support for informatization of the state. Analysis of global trends in human development in the XXI century suggests that the further development of states will take place under enormous technological and psycho-emotional challenges and risks associated with digital inequality of citizens, however, and under such conditions, societies and their policies are already emerging. , military affairs and, of course, science and education. Risks become the foundation of a fundamentally new economy (knowledge-based economy), the basis of competitiveness of countries where new breakthrough technologies are created at a high level (high-tech) based on digitized information.
