Abstract
The paper compares the approaches to the formation of digital competence of students in Norway and Finland, which shows that in both countries digital competence is defined as one of the main to be formed in students, in school curricula there is no separate compulsory subject for ICT, both countries use an integrated approach. An analysis of the existing educational policy documents of Norway and Finland shows a comprehensive approach to solving the tasks of reforming the education system at all levels, including the development of appropriate learning platforms and e-learning resources.
