Abstract
The article deals with the results of an experimental testing of a information and education environment (IEE) model to develop teacher’s civic competence. The results of expertise of the level of the civic competence of the teacher in the control and experimental groups are presented. Particular attention is paid to the attitude of teachers, school heads and methodologists of the in-service teacher training system forward the use of information and communication technology (ICT) tools and the creation of the IEE in educational institutions, as well as to the possibilities of in-service teacher training system regarding the state of the civic education for the teachers’ audience. A description of the criteria for assessing a teacher's civic competence in the IEE in three blocks is presented in details: cognitive (knowledge), value-motivational (motivation, attitude, values), activity and reflexive (activity and feedback using ICT) and levels of the civic competence’s development in IEE representing the novelty of the experimental study. The analysis and experimental verification included the following components of the IEE model for the development of civic competence of the teacher: means of information and communication technologies, organizational and pedagogical conditions in the In-service teacher training system, content of existing courses, variety of the seminars and other activities regarding the civic education for teachers. There issues were reflected in the Methodological Recommendations “The Use of Digital Educational Resources in the Sphere of Civic Education for the Development of the Civic and Information and Communication Competence of Teachers”, designed for 17 teaching hours. Particular attention was paid to the integration of ICT in the implementation of civic education, as well as to the opportunities provided by teacher training institutions, taking into account current educational reform requirements regarding the integration of competency and cross-curricular approaches. The experimental hypothesis of the study was proved that consists of the fact that the improvement of the level of development of the civic competence of teachers in the IEE can be achieved through the creation of organizational and pedagogical conditions and pedagogically appropriate and scientifically proved application of content, forms and means of information and education environment in the In-service teacher training system, and at the same time during the practical application of the teachers’ knowledge in the schools.
