Abstract
The article analyzes the reasons for the negative attitude of the main participants in the educational process (teachers and students оf 9th grades) to the idea of conducting the state final certification in the form of an external independent assessment. It is proved that the most powerful influence is exerted by factors that characterize the psycho-emotional state of applicants, dominance of certain ideas about behavior during certification and the limited measuring capabilities of tests.
