Abstract
Significant potential for the modernization and acceleration of the development of the educational and scientific system is the introduction of elements of open education - types of educational activities in which knowledge, ideas and significant aspects of the methodology and organization of teaching and teaching are freely disseminated and used with the help of modern information and communication technologies. To this end, a Department of Open Education and Scientific Information Systems on the creation of e-libraries and systems of open access, formation, organization, support and use of electronic scientific and educational resources for information support of psychological and pedagogical science was created at the Institute of Information Technologies and Learning Tools of NAES of Ukraine and educational practices, the creation of automated systems with distributed information resources that are integrated into the global electronic resource space. Dynamic processes of formation of modern information environment of scientific communication, development of methods and tools that offer open systems determine the structure of needs, the level of requirements for the competence of scientists and educators. The scientific work of the department helps to increase the efficiency, organization, carrying out and effectiveness of scientific research in higher education institutions, scientific institutions and institutions of postgraduate pedagogical education.
