Abstract

The article presents the results of theoretical research of the basic principles of electronic document management implementation in the context of digitalization of education and science in Ukraine. The main tendencies and modern approaches to the modernization of electronic document management in scientific institutions are analyzed in article. Obstacles to the development of virtualized information systems and effective transition to service models have been identified. The essence, mechanisms and modern approaches to modernization of electronic document management are investigated. The basic requirements to mechanisms of introduction of electronic document management in activity of research institutions are studied. The tendencies of development of interoperability as one of the main tasks for the development of e-government in Ukraine are considered. The problems that hinder the development of digital trends in Ukraine today are highlighted. The peculiarities of organization of paper document management of research institutions, determined by the type and specificity of their activity, are described in the article. The article emphasized the efficiency of the activity of a research institution depends to a large extent on the effective organized of document management of this institution. The urgency of implementing of cloud-based document management software in research institutions is emphasized in the article. The main advantages and disadvantages of the implementation of cloud-based document management software in comparison with the deployment of local systems are outlined. It is pointed the use of the cloud document management solution does not require the deployment of local system on the computers of the institution, since the data is stored on remote servers. The use of such technologies significantly reduces the cost of licenses and infrastructure. The disadvantages of cloud document management software are the issues of data security and uninterrupted access to the cloud server.
