Abstract
The article reveals the concept of “digital competence” on the basis of the document of the European Commission “Digital Competence Framework for Citizens”. The main strategic documents of the educational policy of Norway and Finland are considered, which serve as the basis for the processes of modern reform of the primary and secondary education, as well as training teachers and improving their skills in order to create digital competence of teachers and students. It is noted that in these countries special institutions have been created that are responsible for the development and implementation of a national education program that includes the widespread use of ICT - the National Education Agency in Finland and the Directorate in Norway. Attention is drawn to the analysis of modern educational policy documents of designated countries demonstrates an integrated approach to solving the set tasks regarding the reform of the education system at all levels, including the development of training platforms, electronic educational resources and online tools for assessing and determining the level of digital competence.
