Abstract
Formulation of the problem. Among the main tasks of the united territorial communities is the development of education in the conditions of decentralization, the establishment of reference educational institutions with the aim of providing quality educational services, creating conditions for the development of general secondary education, taking into account the needs of the united territorial communities (OTG), ensuring access of applicants for education to the use of different forms of learning, including distance learning, the participation of community members in public life.
