Abstract
The article covers the problem of creating educational programs that are the background for the educational reform in Ukraine. The authors specify the need to develop training programs creation as a scientific basis of the curriculum reform. The national experience and the state of creating programs were analyzed. The reasons for the poor quality of training programs were found out. The precautions to avoid the further mistakes were made. The terms of positive developments in the theory and practice of creating programs were determined. The scientific approaches were featured, and the innovative nature of a curriculum was found out. The goals and the objectives were defined; the requirements for the content, structure and format were determined taking into account the changes of the educational paradigm. The authors made conclusions and determined the prospects of studying the process of developing curriculum. In particular, they include predictive planning, research on the potential areas of the research and models of creating curriculum, resolving contentious issues related to the Ukrainian model of curriculum development, their philosophy, scientific principles, content, structure and format, promoting the technologies of developing training programs, professional training of the future curriculum developers, forecasting educational needs and requirements to the future of education in general and curriculum, in particular.
