Abstract

Using the science-based base Russian scientific citation index for informational and analytical support of scientific research Information and analytical open access systems are used in Ukraine to evaluate the effectiveness of scientific activity in conjunction with expert opinions. One such system is the Russian Scientific Citation Index, which started in 2005. The Russian scientific citation index is an international information and analytical system for evaluating publishing activity and citing scientists, organizations, and journals where full bibliographic information on journals, annotations and patch lists of literature cited in articles is stored and processed.
