Abstract
The article considers the concept of e-inclusion, which is recognized by the world community as an effective strategy to ensure the openness of education and its accessibility for different sectors of the population, regardless of nationality, race, income level, social status, place of residence, disabilities, etc. The experience of different countries (India, China, the USA, Romania), showing the original practices of implementation of government and community initiatives, programs and projects aimed at bridging the digital divide, access to information and communication technologies, increasing the level of education of citizens, formation of competencies relevant in XXI century is analyzed.
