Abstract

Values associated with socio-cultural component as quanta of the common cultural space. They are a structural invariant of different natures, which determines not only the semantic specificity of a particular vulture, but also the arsenal of effective adaptation of state-public policies. The historical development of society is impossible without the continuous transformation of values, their organizational, structural and system-creative I tile in the life of peoples, nations, civilizations.
