Abstract
Now businesses around the world implement quality management system based on ISO 9000 standards. The model quality system and an algorithm for its implementation is well developed and investigated for manufacturing companies. However, not only producers are showing interest in quality management systems, more and more attention to such systems exhibit educational and research institutions. Modern scientific institution has a complex structure, information flows which cover the processing of documentation of educational and methodical, scientific research, financial-economic, administrative and other measures that requires the study of characteristics and requirements for building information systems in the management of such institutions. The main feature of the system of management of scientific research work is project form of organization of labor in research institutions. The structure of the research activities is design-based, because it suggests a timed activity that has a distinct start (input) and the completion (exit), the system for certain events, allowing you to effectively manage and project resources. The application of the design approach based on ISO 10006 (quality Management in projects"), provides the necessary degree of formalization to describe the process of scientific and technological activities to increase the efficiency of the management of these processes.
