Abstract
The problems of decentralization in the context of the need to reformat management system, awareness of the weight and the role of self-government at present state. "Decentralization" is analyzed as a process and outcome of transformational change as a complex phenomenon, which is a necessary constituent political analysis and prediction, identification of effective activities and develop a consistent, constructive and rational plan. Emphasized. that this problem is socially determined, and its solution lies in not only political and legal, but also motivational and meaningful. It is emphasized the need for systematic and comprehensive analysis of the nature, content and form of decentralization, development of complex ways to solve this problem.
