Abstract
The article analyzes the development and implementation of qualifications systems in different countries and considers information tools enabling the process. Particular attention is paid to integration processes in Europe. ESCO, the classification of European Skills / Competences, Qualifications and Occupations in 22 languages, is introduced for consideration. The article explores the development of qualifications systems in Russia and Ukraine, with reference to particular industries. The requirements to the Register of Competencies are formulated. A public platform to discuss the development of qualifications systems USCQS (United Skills, Competences and Qualifications System) is proposed. http://www.openhumancapital.org/uscqs
