Abstract

This paper is devoted to the implementation the electronic document management (EDM) at research institutions as a part of the e-government in Ukraine. Process of implementation EDM at the state institutions is analysed. It is described the EDM implementation as information system as well as learning user to implement the EDM organized as pedagogical process at the non-formal level of the adult education. The organizational and pedagogical principles are considered as the set of the organizational support and pedagogical conditions to form willingness user to implement EDM. The organizational and pedagogical model to implement EDM is proposed. The typical life cycle model of EDM was supplemented by organizational and pedagogical model to implement EDM, proposed in the paper.
