Abstract
The article is devoted to the assessment of teachers information and communication competence (digital competence) in the system of General secondary education in the Baltic EU countries of Estonia, Latvia and Lithuania in comparative pedagogical context and the role of international projects in the development and monitoring of information and communication competence of participants of the educational process, including teachers. The article is determined the main directions of evaluation information and communication competence of students and teachers in General secondary education in the European Union projects. It was found that attention does not focus of researchers at formed teachers and students technological skills and skills of possession of software, when evaluating teachers and students information and communication competence. Attention focuses on knowledge, skills, attitudes that are required when using ICT and digital media to perform tasks; solve problems; communicate; manage information; collaborate; create and share content; build knowledge effectively, efficiently, appropriately, critically, creatively, autonomously, flexibly, ethically, reflectively for work, leisure, participation, learning, socialising, consuming, empowerment. It is important to have teachers and students an understanding ethical and legal norms in the use of ICT for formation of socially responsible person. Thus, the development and implementation of monitoring and evaluation teachers information and communication competencies require the creation of system of government regular, timely information on the state for informatization of education and teachers information and communication competence agreed with the goals of public policy and international standards. To this end, EU countries created associations, organizations, centers, etc., which carry out a special control the above-mentioned processes, developing a questionnaires, collect reports, carry out their statistical analysis, develop and propose projects for the development of teachers information and communication competence and implementing international projects for this issue.
