Abstract

It is established that the first step in the operation of an environmental management system is to develop scientifically sound and socially balanced, adequate environmental policy. Determined that the policy — a concrete organizational work of public authorities, on the basis of a clear and committed tsilevyznachennya tsilepolyahannya aimed at meeting the requirements of environmental legislation, focused on ensuring the right to ecosafety living conditions and development. Indicates that the national policy of environmental safety should be seen as specific substantive and organizational work of certain public authorities under legislation on environmental safety in order to realize the right of every citizen of Ukraine to a safe and healthy environment and to compensation for violation of this right damage on the basis of environmental management, effective environmental protection, scientific and reasonable set of measures to monitor and evaluate the ecological state, eliminating possible causes and consequences of natural, technological or humanitarian disasters.
