Abstract

Ukraine, like many European countries, is undergoing a transformation of the educational system to ensure the availability and quality of education for all population groups, in particular, persons with special educational needs (SEN). Inclusive and special education are important components of modern educational policy aimed at creating conditions for accessible and equal education for all children, regardless of their individual characteristics and needs. The purpose of the research is to study general approaches and strategies for the development of education of persons with special educational needs in European countries and Ukraine. The analysis of successful practices and problematic aspects of the development of the education system of persons with disabilities in European countries will make it possible to find out the current practices in the education of such persons, to determine the factors affecting the effectiveness of inclusive and special education, and to propose recommendations for further improvement of the education system of persons with special needs in Ukraine based on the experience of European countries.
